NEPAL – TRISULI NEPAL RELIEF INITIATIVE

Galatians 6:10 — “Therefore, as we have opportunity, let us do good to all…”

WORKING DIRECTIVE

I. Trisuli Relief Management Team (TRMT)

The Trisuli Relief Management Team shall provide overall leadership, coordination, planning, accountability, and monitoring of the relief initiative.

II. Fund Collection, Management & Transfer

1. BNCA Executive Board members and leaders of all departments shall actively participate in fundraising for the Trisuli Relief Initiative.
2. All funds raised shall be properly documented and accounted for.
3. TRMT shall determine the safest, most transparent, and most effective method of transferring funds to Nepal.
4. Fund distribution shall be carried out phase by phase, according to verified needs on the ground.
5. No individual shall independently commit or disburse relief funds without proper authorization from TRMT.
6. A clear record of all income, transfers, expenses, and distributions shall be maintained.
7. Regular financial reports shall be prepared and shared with the appropriate BNCA leadership and supporting churches.

III. International Travel, Local Transportation, Food & Lodging

1. BNCA shall cover the international travel expenses of three designated team members.
2. BNCA shall cover reasonable and necessary expenses of the BNCA team while serving in Nepal, whatever, there is limitation of usage of fund. 
3. The team shall practice stewardship, simplicity, and financial discipline in lodging, food, transportation, and other expenses.
4. Luxury or unnecessary expenditures shall be avoided so that maximum resources can reach affected families.
5. All expenses must be documented with receipts or appropriate records whenever possible.
6. BNCA- TRMT will not bear the expenses on food, lodge and transportation of relief team member after the project is over in Nepal if they want to make personal ministry trips near and far. 

IV. Responsibilities in the Host Country — Nepal

The team shall be responsible for:

i. Team Conduct
Maintain a Christ-centered code of conduct, unity, humility, respect, discipline, and professionalism throughout the mission.

ii. Christian Partnerships
Identify trustworthy Christian individuals, churches, ministries, and organizations that can provide local guidance and assistance.

iii. Local Authority Coordination
Where necessary, communicate and coordinate with local government authorities and relevant agencies to ensure that relief activities comply with applicable regulations.

iv. Risk Assessment & Safety
Conduct appropriate risk assessments before visiting relief locations, particularly because some team members may be foreign nationals.

v. Verification of Actual Needs
Identify and verify the genuine needs of affected families rather than relying solely on reports received from outside the affected areas.

vi. Site Logistics
Determine safe and practical arrangements for transportation, food, accommodation, communication, and emergency support.

vii. Selection of Distribution Sites
Select relief distribution locations based on the severity of need, accessibility, number of affected families, and fairness of distribution.

viii. Beneficiary Identification
Develop a reasonable system to identify and verify beneficiaries and avoid duplication, favoritism, or misuse of relief resources.

ix. Priority to the Most Vulnerable
Give special consideration to children, elderly people, persons with disabilities, single-parent families, displaced families, and those who have lost homes or essential livelihoods.

x. Long-Term Needs
Recognize that relief is not limited to immediate food and supplies. Where possible, identify longer-term needs such as housing, livelihood recovery, education, sanitation, and community rebuilding.

V. Our Combined Commitment

As members of TRMT and partners in this relief initiative, we commit ourselves to the following:

a. Unity & Mutual Respect

We shall comply with the agreed regulations and decisions of TRMT and work respectfully with local team members. We shall listen to one another, value different perspectives, and avoid unnecessary conflict or division.

b. Transparency & Accountability

We shall maintain transparency in decision-making, fundraising, fund transfers, purchasing, distribution, and reporting. We are accountable not only to one another but ultimately to God.

c. Responsible Documentation

We shall carefully document relief activities through appropriate photographs, videos, beneficiary records, receipts, reports, and testimonies.

Social media communication shall be handled responsibly. We shall protect the dignity, privacy, and safety of vulnerable beneficiaries, especially children and families in distress.

d. Financial Integrity

We shall maintain an accurate financial accounting system for all income and expenses. Every dollar entrusted to this initiative shall be treated as a sacred responsibility.

e. Stewardship

We shall regulate ourselves and avoid unnecessary or lavish spending on lodging, food, transportation, and personal conveniences. Our goal is to maximize the resources that reach people in need.

f. Emergency Communication Protocol

We shall establish clear communication protocols for emergencies and important decisions involving team members in Nepal and BNCA leadership in the United States.

At least one designated person shall remain responsible for communication with the leadership team in the United States.

g. Safety First

No relief activity shall unnecessarily place team members, volunteers, or beneficiaries at risk. The team shall have the authority to postpone or cancel activities when conditions become unsafe.

h. No Political or Personal Agenda

The relief initiative shall not be used for personal promotion, political purposes, denominational competition, or individual financial benefit. Our primary purpose is to serve people in need with integrity and compassion.

i. Equal & Fair Distribution

Relief shall be distributed fairly and based on verified need without discrimination based on church affiliation, denomination, ethnicity, social status, political connection, or personal relationship.

j. Partnership With Local Churches

Where appropriate, local churches and Christian organizations may serve as trusted partners in identifying needs, coordinating volunteers, and following up with affected families, while maintaining transparency and accountability.

k. Phase-by-Phase Approach

The relief response should be organized into appropriate phases:

Phase 1 — Immediate Relief
Food, clean drinking water, clothing, temporary shelter, medicine/medical assistance, and other urgent necessities.

Phase 2 — Stabilization
Household necessities, sanitation, temporary housing support, education-related needs, and assistance to families beginning to recover.

Phase 3 — Recovery & Rebuilding
Housing reconstruction, livelihood support, community recovery, and other verified long-term needs.

l. Post-Relief Analysis

After completion of each major phase, TRMT shall conduct a Post-Relief Analysis to evaluate:

• What was accomplished?
• What needs remain?
• What worked well?
• What did not work?
• Where were resources used effectively?
• What challenges were encountered?
• What should be changed for the next phase?
• What additional support is required?

A final report should include financial accountability, activities completed, beneficiaries reached, challenges, lessons learned, and recommendations for future relief efforts

VI. Spiritual Commitment

Above all, this initiative is not merely an organizational project. It is an opportunity to demonstrate the love of Christ through practical service.

Galatians 6:10:
“Therefore, as we have opportunity, let us do good to all people, especially to those who belong to the family of believers.”

Therefore, we commit ourselves to serve with:

Compassion without discrimination.
Integrity without compromise.
Unity without competition.
Accountability without excuses.
Stewardship without waste.
Humility without self-promotion.
Faith without fear.

Our prayer is that the Trisuli Relief Initiative will not only provide physical assistance to people affected by disaster, but also demonstrate the compassion, love, and hope of Jesus Christ through our actions.
